Good point on the general lack of bike parking infrastructure.
In this case there are other suitable places to chain it.
There's a lamppost about 1 foot from the fence, other railings owned publicly within 10 foot, and the only reason for parking the bike where it is, is if the rider is visiting either of the next door blocks of flats - both of which have large halls.
