Nitpick - The Rwanda plan was announced by Johnson in April 2022. It then continued on through Truss (in September) and on to Sunak (in October), who just carried on doing it without thinking about it. Presumably because it was popular with people in the migrant-hating party, and he didn't care very much.
(I don't know what Sunak actually cared about, to be honest. Cutting taxes. Anything else?)
