I genuinely don't understand how someone could buy a book on the basis of the cover alone. It conveys so little information about the book and information that is in a different realm of experience as reading a book.
A well designed cover might make me pick up a book if it signals that the book might be one I like e.g. has spaceships or robots on it but the Culture books have spaceships and robots and robots fighting space battles and so do other books that I'm sure I'd disapprove of if I read them.
